F-35A fighter jets and B-52 bombers will be among about 60 aircraft from 13 countries taking part in the exercise.
"In an uncertain world, it is vital that we test our defenses and strengthen them so that our adversaries know that NATO is ready and able to respond to any threat," Rutte said after meetings with British Prime Minister Keir Starmer and President of Ukraine Volodymyr Zelenskyi.
"All exercises will have a particular focus on the UK, the North Sea, as well as Belgium and the Netherlands," he added.
The exercises do not involve the use of combat weapons. But about 2000 servicemen who will take part in the exercise will simulate missions in which warplanes carry US nuclear warheads.
The training will last about two weeks.
Earlier, Mark Rutte urged not to listen to Russia's nuclear threats and stressed that the allies now do not see direct risks of using nuclear weapons.
The EU, commenting on Putin's nuclear threats, said that this is another evidence of his irresponsible behavior and that they will not change Brussels' position regarding continued support for Ukraine.
Before that, Russian leader Vladimir Putin said that Russia would expand the conditions under which it is ready to use nuclear weapons.
