NKEK fined Kyivstar UAH 51 for violating consumer rights: what happened
19.04.2025On April 9, the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC) fined Kyivstar PJSC for violating consumer rights, writes dev.ua.

In December 2024, Kyivstar subscriber Shevelenko I.V. contacted NKEC, complaining that when switching to a contract form, the operator transferred the remaining funds from his personal account to a bonus account without his consent.
During the inspection, the violation of the subscriber's rights was confirmed and a fine of UAH 51 was applied to the operator for non-compliance with the requirements of the Law of Ukraine "On Electronic Communications".
"Operators, when settling accounts with a subscriber during the provision of services, in the event of termination or termination of the contract, and when transferring a number to another operator, must not convert funds deposited into a personal account into bonuses or points without the subscriber's consent. After all, neither bonuses nor points accrued by a mobile operator under the terms of promotions are refundable," the NKEC explained.
The company must pay the fine to the state budget within 30 days from the date of receipt of a copy of the decision.
In September 2024, the National Electricity Commission of Ukraine fined Kyivstar UAH 17 for failing to connect a woman to the Home Internet service at her residential address. The company said that it did not deny the consumer the service, but only offered another technological solution.
