European leaders arrive in Kyiv for Statehood Day to accelerate defense cooperation

Ursula von der Leyen made her eleventh visit to Ukraine during the war to announce new steps in the integration of defense industries and support the country's European integration path on the very day when Ukrainians celebrate statehood.

On July 15, 2026, Kyiv became the center of European diplomatic activity. European Commission President Ursula von der Leyen, along with the presidents of Moldova, Romania, Albania, Serbia, Montenegro, and the Prime Minister of Slovenia, arrived in the Ukrainian capital to show solidarity on the country's national day. The visit comes against the backdrop of Ukraine's significant military momentum and active negotiations for accelerated accession to the European Union.

Von der Leyen's eleventh visit and focus on the defense industry

Ursula von der Leyen stressed that the current moment is special. She announced the launch of new initiatives aimed at deeper integration of the defense industries of the EU and Ukraine. The goal is to increase the production of weapons and equipment, reduce delivery times and ensure the sustainability of supply chains. According to the head of the European Commission, the parties will discuss specific mechanisms for the joint production of drones, artillery shells and air defense systems.

Analysts note that such steps are consistent with the EU strategy to create a single defense market. Ukraine is already participating in several joint projects, in particular within the framework of the European Defense Fund program. It is expected that by the end of 2026 the volume of joint production contracts will exceed 12 billion euros. This will allow Ukrainian enterprises to gain access to European technologies and standards, and European companies to expand production capacities at the expense of Ukrainian factories.

Presence of leaders of Moldova and Romania: regional solidarity

Moldovan President Maia Sandu and Romanian President Nicos Dan arrived in Kyiv together. Their participation underlines the importance of regional coordination in the face of hybrid threats. Moldova and Romania actively support Ukraine on energy security and humanitarian aid transit. The meetings are planned to discuss the expansion of electricity interconnectors and joint projects to rebuild damaged infrastructure.

Romania has already provided Ukraine with over 3,5 billion euros in aid since 2022, a significant portion of which is military support. Moldova, for its part, is coordinating efforts to counter disinformation and protect borders. A joint statement by the three countries after talks in Kyiv could become the basis for a new regional defense platform.

The first visit of the President of Albania and the Balkan dimension

Albanian President Bajram Begaj visited Ukraine for the first time. This visit symbolizes the expansion of the circle of European partners who support Kyiv's Euro-Atlantic course. Albania actively advocates for the acceleration of negotiations on Ukraine's accession to the EU and NATO. During the meeting with the Ukrainian leadership, it is planned to discuss Albania's experience in reforming the security sector and combating corruption.

The Balkan countries in general demonstrate consistent support for Ukraine. Their leaders emphasize that stability in the Balkans directly depends on Ukraine's success in resisting aggression. It is expected that a number of bilateral agreements on military-technical cooperation will be signed in Kyiv.

Visits of Vučić, Janša and Milatović: expanding the circle of partners

Serbian President Aleksandar Vučić, Slovenian Prime Minister Janez Janša and Montenegrin President Jakov Milatović also joined the delegations. Serbia, despite its difficult relations with the EU, continues to support the territorial integrity of Ukraine. Slovenia and Montenegro are actively participating in EU humanitarian and military initiatives. Their presence in Kyiv demonstrates the desire of European countries to form a united front of support.

Particular attention will be paid to energy issues and preparations for winter. Ukraine plans to increase electricity imports from Romania and Moldova, as well as accelerate the restoration of generating capacities. European partners are ready to provide an additional 2,8 billion euros for the purchase of generators and equipment for energy infrastructure.

Discussion of the Drone Deal and European integration

A separate block of negotiations is devoted to the Drone Deal - an agreement on the joint production of drones. The parties plan to determine the specific terms of signing and the volume of supplies. Ukraine has already demonstrated significant progress in the development of drones of various types, and European companies are interested in technological partnership. It is expected that the agreement will allow the production of up to 500 thousand drones annually.

Regarding EU accession, von der Leyen confirmed that Ukraine meets all the necessary criteria for opening negotiation clusters. At least two clusters are planned to be closed by the end of 2026, which will be an important signal to other candidates. In parallel, work is underway on reforms in the judicial system and anti-corruption.

Military momentum and long-term strategy

Ukraine demonstrates a powerful military momentum thanks to the effective use of Western technology and its own innovations. European leaders note that successes on the front create favorable conditions for accelerating integration processes. At the same time, they emphasize the need to maintain unity and continue sanctions pressure on the aggressor.

Analysts predict that the results of the Kyiv talks will be consolidated at the EU summit in October 2026. At that time, a decision is expected to be made to increase financial assistance to Ukraine to 50 billion euros for the next two years. This will ensure the stability of the country's economy and defense capabilities in the face of a protracted war.

Winter preparation and energy security

Special attention is paid to preparations for the winter period. Ukraine and the EU agree on an action plan for the accumulation of gas, coal and alternative energy sources. European countries are ready to provide additional volumes of electricity through existing interconnectors. It is also planned to accelerate the construction of new power transmission lines between Ukraine and Romania.

Energy security remains a key priority. Thanks to joint efforts, Ukraine was able to avoid large-scale blackouts last winter. This year, the partners plan to allocate an additional €1,4 billion to modernize distribution networks and protect critical infrastructure.
