Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi revealed the key elements of the monetary support reform, which will affect every defender of Ukraine in the coming months.

In May 2026, the system of payments for servicemen of the Armed Forces of Ukraine will take on new shapes. In an interview with the publication "Military", Commander-in-Chief Oleksandr Syrsky clearly outlined the minimum threshold of monetary support - 30 thousand hryvnias. This figure will become the base for all categories, regardless of position or rank. The reform is not limited to a simple salary increase. It introduces a flexible system of additional payments, focused primarily on those who risk their lives on the front line every day.

What exactly is changing in payments?

The new monetary support matrix provides for several levels of support. The basic amount of 30 thousand hryvnias will guarantee a stable income even for younger soldiers. In addition, an annual reward for concluding a contract is being introduced - 27 thousand hryvnias in one go. Every month, another 10 thousand hryvnias will be accrued for signing a contract. These payments will become a motivational tool for attracting new personnel and retaining experienced soldiers.

Special attention is paid to combat units. Servicemen of mechanized, motorized infantry, airborne assault brigades and marines will receive increased bonuses. Syrsky stressed that these categories bear the greatest burden in active combat operations. Bonuses will be calculated depending on the duration of stay on the front line and the performance of combat missions.

Targeted use of military levy

The Parliamentary Budget Committee supported the changes that establish the targeted use of the military levy. The funds will be transferred to a special fund of the state budget and will be used exclusively for paying salaries to the military. This approach eliminates the risks of redistribution of funds for other needs and ensures transparency of financing.

According to experts, the reform will increase the social security of military families. A stable income will reduce the financial burden on households where one of the family members is at the front. In 2026, it is planned to introduce a digital platform for monitoring accruals so that each serviceman can see the structure of his payments in real time.

International context and comparison

Similar reforms of financial support are being carried out in NATO countries. In Poland, the minimum payment for a soldier on the front line exceeds 35 thousand hryvnias in terms of conversion, and in the Baltic countries there are additional bonuses for participation in international missions. The Ukrainian model takes into account these examples, but adapts them to the realities of a long war. Syrsky noted that the experience of partners helped to avoid errors in calculating risk premiums.

Analysts from the International Institute for Strategic Studies in London noted in a May 2026 report that raising the base salary in Ukraine would help reduce staff turnover. According to their data, by 2025, about 12% of contract workers were considering early dismissal due to financial difficulties. The new system should correct this situation.

Impact on motivation and recruitment

The increase in the minimum wage to 30 thousand hryvnias is already affecting recruitment to the ranks of the Armed Forces of Ukraine. Recruiting centers are recording an increase in the number of applications from men aged 25–35. Contracts with additional bonuses for assault units have become especially popular. Psychologists of the Armed Forces of Ukraine note that financial stability has a positive effect on the psychological state of soldiers and their families.

In 2026, the Ministry of Defense plans to launch the "Contract 2.0" program, which combines increased payments with the opportunity for professional growth. Every serviceman will be able to take advanced training courses with subsequent salary recalculation. This will create a clear career trajectory within the army.

Conclusions and perspectives

The reform announced by Oleksandr Syrsky is one of the most important steps in strengthening the country's defense capabilities. The guaranteed 30 thousand hryvnias plus targeted bonuses for combat work form a new philosophy of the state's attitude towards defenders. Already in the summer of 2026, the first units will begin to receive payments under the updated system. These are not just numbers on paper - this is real support for those who defend Ukraine every day.
